Barbering: qualifications, hygiene and what to ask
Barbering is unlicensed in the UK. Anyone may open a barbershop and take a blade to a customer's face without holding a qualification. Where it matters most is hygiene: single-use blades, properly disinfected tools, and what happens if you are cut.

Is it regulated?
No licence is required to perform this anywhere in the UK. Cutting, colouring and styling do not penetrate the skin or apply light, electricity, cold or heat, so they fall outside the scheme’s definition altogether rather than merely awaiting it. Qualification and insurance still matter, and no law requires either.
Cut-throat razor shaving is not separately licensed, but a shop drawing blood engages the same environmental-health interest as any skin-piercing business, and local authorities can inspect on hygiene grounds.
Basis: Section 180, Health and Care Act 2022 and the Government's consultation response of 7 August 2025, tracked in House of Commons Library briefing CBP-10331.
What the practitioner should hold
Barbering has its own Level 2 and Level 3 qualifications, separate from hairdressing. Level 3 covers pattern work and traditional wet shaving.
Insurance
Treatment-risk cover should name barbering and, separately, razor shaving if the shop offers it. Shaving is commonly excluded from a basic policy.
What it costs
Guide price: we do not yet have enough member listings to publish a reliable range for barbering. We publish this figure only when there is real data behind it.
Questions to ask before you book
- Do you use a fresh blade for every customer?
- What qualification do you hold in barbering?
- Is razor shaving covered by your insurance?
- How are clippers and combs disinfected between customers?
Red flags
- A blade or razor reused between customers
- Combs and clippers going straight from one head to the next
- No first-aid provision for nicks and cuts
- Cannot say whether shaving is insured
Common questions
Do barbers need a licence in the UK?
No. Barbering is not licensed in any UK nation and no qualification is legally required. Local authorities can act on hygiene grounds under general environmental health powers, but there is no barbering licence to hold.
Is cut-throat shaving safe at a barbershop?
It is safe when the barber is trained and uses a single-use blade for every customer. A reused blade is a bloodborne-infection risk. Ask, and watch the blade come out of the packet.
